Companies like Lockheed Martin, Boeing, Northrop Grumman, and the other giants that have been doing business with the government for decades.
But here's something a lot of people don't realize:
The military is actively looking for small businesses, startups, researchers, and innovators to help solve some of its most difficult technology problems.
And in some cases, the government isn't asking you to build the entire solution with your own money first.
It will help fund the research and development.
We're talking about opportunities worth hundreds of thousands—and sometimes millions—of dollars to develop technologies ranging from artificial intelligence and autonomous systems to augmented reality, virtual reality, sensors, communications, robotics, and other defense applications.
One of the most important programs behind this effort is the Small Business Innovation Research, or SBIR, program.
I've spent a significant amount of time helping businesses understand how these programs work, and one thing has become very clear to me:
You don't necessarily need to be a massive defense contractor to participate in military innovation.
You do need a legitimate technical capability, a strong understanding of the government's problem, and the ability to navigate the process correctly.
That's where most companies struggle.
So let's break down how these opportunities work and what an entrepreneur, startup, engineer, researcher, or small business owner needs to know before jumping in.
The Government Is Looking for Technology That Solves Real Problems
The first thing I want people to understand is that the military isn't funding technology simply because it's impressive.
They're looking for solutions to actual operational problems.
That distinction matters.
A company can have incredible technology and still fail to win government funding if it doesn't solve a clearly defined government requirement.
The best opportunities occur when you can connect your technology directly to a mission need.
That could mean:
- Improving situational awareness
- Reducing the workload on military personnel
- Improving training
- Increasing operational safety
- Reducing the cost of equipment
- Improving communications
- Supporting autonomous operations
- Improving logistics
- Increasing intelligence capabilities
- Making existing systems easier to operate
- Replacing outdated processes
This is why I always tell innovators to start with the government's problem—not their product.
Don't begin with:
"I built this incredible technology. Who wants it?"
Start with:
"What problem does the government have, and can my technology solve it better, faster, cheaper, or more effectively?"
That mindset will change the way you approach federal opportunities.
One Example: Military "Iron Man" Glasses
One of the most interesting areas of military research involves augmented reality and mixed reality.
Imagine a military operator wearing a set of ruggedized glasses that can provide information directly within their field of view.
Instead of constantly looking down at a laptop, tablet, paper manual, or separate display, the user could potentially see relevant information while remaining focused on the environment around them.
That could include:
- Maps
- Equipment information
- Instructions
- Sensor data
- Location information
- Communications
- Operational alerts
- Maintenance information
- Training content
Now combine that with data coming from multiple sensors and systems.
The result isn't simply a pair of smart glasses.
It's potentially an entirely different interface for interacting with operational information.
That's the type of capability the military is interested in.
Why Commercial AR Isn't Enough
You might be thinking:
"Don't companies already make augmented reality glasses?"
Absolutely.
There are plenty of commercial AR and mixed-reality platforms available today.
But military environments are different.
A device designed for a consumer environment doesn't necessarily work aboard a naval vessel, in a combat environment, or in another austere operational setting.
The military may require technology that can withstand:
- Salt spray
- Humidity
- Extreme temperatures
- Physical impact
- Harsh operating environments
- Limited connectivity
- Cybersecurity requirements
- Long operating periods
- Mission-specific communications
The government also has requirements around how information is processed, stored, transmitted, and displayed.
So the opportunity isn't necessarily to build another consumer headset.
It's to solve the problems that commercial products haven't solved.
That's where small businesses can create real value.
The Navy's Interest in Mixed-Reality Command Interfaces
One example involves the Department of the Navy exploring wearable mixed-reality technology that can support command and control in challenging maritime environments.
The concept goes beyond entertainment or gaming.
The goal is to create a wearable interface that can help personnel interact with information in a more intuitive way.
One of the technical concepts involved is spatial anchoring—essentially allowing digital information to remain associated with physical locations or objects within the user's environment.
Think about what that could mean.
Instead of opening a manual and searching for a procedure, an operator could potentially see information associated directly with the equipment they're working on.
Instead of navigating through multiple screens, information could be presented contextually.
That's where augmented and mixed reality become much more than visual technology.
They become an operational tool.
SBIR Is One of the Most Important Programs to Understand
If you're a small business or startup developing innovative technology, SBIR should be on your radar.
The Small Business Innovation Research program is designed to help small businesses conduct research and development that addresses federal government needs.
Across participating federal agencies, SBIR has historically represented billions of dollars in annual R&D funding.
That's significant.
But what's even more important is the structure of the program.
The government isn't necessarily expecting a small company to arrive with a fully mature product.
Instead, SBIR uses a phased approach.
Phase One: Prove the Concept
Phase One is generally focused on determining whether your technical concept is feasible.
You're answering questions such as:
Can this actually work?
Can we solve the government's problem with this approach?
Is the technology worth taking to the next stage?
The funding amount and structure depend on the agency and specific solicitation, but Phase One is generally smaller than the later stages.
This gives the government an opportunity to invest in promising concepts without immediately committing millions of dollars.
For a small business, that can be extremely valuable.
Instead of spending all of your own capital proving an idea, you have an opportunity to use government R&D funding to develop and validate the technology.
Phase Two: Build the Prototype
If Phase One demonstrates sufficient feasibility, the company may have an opportunity to move into Phase Two.
This is where things get much more serious.
Phase Two typically focuses on developing and demonstrating the technology.
That could involve:
- Building prototypes
- Developing software
- Testing hardware
- Conducting demonstrations
- Integrating components
- Performing technical validation
- Preparing the technology for eventual deployment
Funding can reach the million-dollar range depending on the program and agency.
Now you're not simply talking about an idea.
You're building something.
And if you execute well, that prototype can become the foundation for future government and commercial opportunities.
Phase Three: Where Commercialization Can Happen
There's another important concept people need to understand.
SBIR isn't necessarily the end goal.
The objective is ultimately to transition useful technology into the marketplace or government use.
That's where Phase Three comes into play.
Phase Three isn't simply another research phase in the same sense as Phase One and Phase Two.
It can involve commercialization and follow-on opportunities using non-SBIR funding.
This is where an innovative company can potentially move from:
Concept → Prototype → Real-world deployment
That transition is incredibly important.
You don't want to spend years developing technology that never leaves the laboratory.
You want a pathway toward customers.
And the government can potentially become one of those customers.
The Proposal Process Is Where Many Companies Lose
Here's where I want to slow down for a minute.
Having a great technology does not automatically make you competitive.
I've seen companies with technically impressive products make basic proposal mistakes that undermine their chances.
Government solicitations come with instructions.
You have to follow them.
That can include requirements related to:
- Page limits
- Formatting
- Technical content
- Budget information
- Submission procedures
- Deadlines
- Eligibility
- Intellectual property
- Work-share requirements
- Required forms
- Evaluation criteria
These aren't suggestions.
They're requirements.
If the government tells you to submit something in a specific format, that's what you do.
If they establish a page limit, you don't submit extra pages because you think they're important.
One of the most important skills in federal contracting is simply demonstrating that you can follow instructions.
Talk to the Technical Point of Contact
Another opportunity that companies often overlook is communicating with the technical point of contact listed in the solicitation.
Obviously, there are rules governing these interactions.
You can't ask for proprietary information or expect the government to give you an unfair advantage.
But you can ask legitimate questions.
And you should.
If you don't understand a technical requirement, ask.
If there's ambiguity, clarify it.
If you need to understand how the government defines a particular performance objective, use the appropriate question-and-answer process.
A thoughtful question can help you understand what the government actually wants.
That's much better than guessing.
You Need to Be Able to Actually Perform the Work
Another important consideration is that SBIR isn't designed simply for companies that want to act as middlemen.
The government wants the small business to actually perform the research and development.
There are requirements governing the amount of work that must be performed by the small business itself, along with rules concerning research institutions and subcontracting.
This means you need to think seriously about your technical capability before applying.
Do you have the people?
Do you have the facilities?
Do you have the technical expertise?
Do you have the ability to manage the project?
If not, can you establish legitimate partnerships that strengthen the solution while staying within the program's rules?
That's where strategic teaming can become important.
Don't Ignore XTech
SBIR isn't the only path.
Another program worth watching is the Army's xTech competition series.
This is a different approach to finding innovative technology.
Instead of asking companies to navigate the entire traditional contracting process upfront, prize competitions can create a much more accessible entry point for innovators.
The application requirements can be significantly lighter than a traditional acquisition.
Depending on the competition, applicants may submit things such as:
- A short white paper
- A technical concept
- A presentation
- A short video
- A demonstration
The winners can receive substantial cash prizes and, depending on the specific competition and follow-on pathway, potentially gain access to additional government opportunities.
For a startup that has never worked with the federal government, that's attractive.
Why Prize Competitions Matter
One of the biggest barriers to government contracting is simply getting started.
A traditional federal procurement can be intimidating.
There are registrations.
There are regulations.
There are solicitations.
There are proposals.
There are compliance requirements.
There are contract vehicles.
There are acquisition timelines.
Prize competitions can provide another doorway into the ecosystem.
You still need a legitimate solution.
You still need to understand the rules.
But the initial barrier can be lower.
That makes these competitions worth researching if your technology aligns with the government's stated problem.
You Don't Have to Be a Defense Company
This is another misconception I want to eliminate.
You don't necessarily need to be a traditional defense contractor to participate in military innovation.
You could be:
- An engineer
- A software developer
- A university researcher
- A startup founder
- A robotics company
- An AI company
- A manufacturing company
- An augmented reality developer
- A cybersecurity company
- A university spinout
- A technology entrepreneur
What matters is whether your solution addresses a government need and whether your organization can meet the program requirements.
The military is actively looking outside the traditional defense-industrial base for innovation.
That creates opportunities for companies that know how to position themselves.
The Government Has Funded Transformative Technology Before
There's another reason I find these programs so interesting.
Government-funded research has contributed to technologies that eventually transformed the commercial world.
The internet is one example.
GPS is another.
Radar is another.
Obviously, not every SBIR project becomes the next revolutionary technology.
Most won't.
But the point is that government R&D can provide the capital, technical validation, testing environment, and customer relationship needed to move an emerging technology forward.
For a small company, that can be incredibly difficult to replicate through private investment alone.
Don't Confuse Funding With Free Money
Now, I want to make an important distinction.
When I say the government will fund innovative technology, I'm not saying the government is handing out free money to anyone with an idea.
There are requirements.
There is competition.
There are technical evaluations.
There are reporting requirements.
There are contractual obligations.
There are deadlines.
And there are consequences if you don't perform.
Government funding comes with responsibility.
You need to treat the award like a serious business opportunity.
The Most Important Thing Is Finding the Right Problem
I always come back to this.
If you're trying to enter government technology contracting, don't start by asking:
"What can I build?"
Start by asking:
"What does the government need?"
Then determine whether your technology can solve that problem.
That sounds simple.
But it's one of the biggest differences between successful government innovators and companies that simply submit proposals hoping something sticks.
You Can Build a Business Around Government Expertise
There's another opportunity here that doesn't require you to invent the next military technology.
You can build a career around helping companies navigate this ecosystem.
As government contracting continues to become more technically complex, companies need people who understand:
- Federal sales
- Proposal development
- Capture management
- Market research
- SBIR
- STTR
- Government acquisition
- Contract vehicles
- Compliance
- Business development
- Agency buying patterns
That creates opportunities for consultants, proposal professionals, business development specialists, and federal account executives.
You don't necessarily have to manufacture the technology.
You can help the companies that are developing and selling it.
Why I Believe Training Matters

That is a much bigger opportunity than simply winning one contract.
The real objective should be building something valuable enough that the government—and potentially commercial customers—want to continue using it.
Final Thoughts: The Military Is Looking for Innovators
The U.S. military has enormous technology requirements.
It needs better systems.
It needs faster systems.
It needs more affordable systems.
It needs technology that works in environments where commercial products may fail.
And increasingly, it is looking to small businesses and nontraditional companies to help solve those problems.
Programs such as SBIR and competitions such as Army xTech create potential entry points for companies that have never sold to the government before.
But you need to approach these opportunities correctly.
Don't chase funding simply because the dollar amount looks attractive.
Find a real problem.
Understand the requirement.
Study the solicitation.
Talk to the technical point of contact when appropriate.
Follow the instructions.
Build a credible technical team.
Understand the funding phases.
And most importantly, learn how the government actually buys.
Because government contracting isn't simply about having a great idea.
It's about turning that idea into a solution the government can actually use.
And if you can do that, you don't have to be one of the biggest defense contractors in America to participate in the next generation of military technology.
Sometimes, the opportunity starts with a small company, a technical idea, and the willingness to learn how to navigate the system.
